1. BACKGROUND AND PURPOSE

HIGHER HEALTH is a registered non-profit organisation (NPC/NPO) committed to advancing sexual and reproductive health and rights (SRHR) across South Africa. In pursuit of its mandate, HIGHER HEALTH seeks to procure Sexual and Reproductive Health (SRH) vending machines for installation and commissioning at Technical and Vocational Education and Training (TVET) colleges across the Republic of South Africa.

The project is funded by the China International Development Cooperation Agency (CIDCA) through the China Global Development and South-South Cooperation Fund, and is implemented through a partnership between UNAIDS South Africa and HIGHER HEALTH. The collaboration supports the implementation of the UN Sustainable Development Goals (SDGs), with a particular focus on HIV prevention among adolescents, young people and other vulnerable populations in South Africa.

The primary objective of this initiative is to improve access to essential health commodities that promote HIV prevention and sexual and reproductive health and rights among TVET college students and staff. The vending machines will operate as a dignified, private and accessible point of distribution for SRH products, including but not limited to condoms, pregnancy tests and related health commodities. A centralised software management system is a critical component of this procurement. It must integrate seamlessly across all sites to ensure standardised data collection, real-time stock monitoring, usage reporting and programme performance tracking in support of evidence-based programme management.
