Implementation Consultant (Firm) for the procurement of building infrastructure linked to early childhood centres in South Africa

Tenderer:  DG Murray Trust, South Africa (Project Executing Agency) The project seeks to support the Republic of South Africa in efforts to strengthen early childhood development (ECD) programs through improved building infrastructure within underserviced low-income communities.  It is recognised that infrastructure deficits constitute a major compliance barrier to ECD site registration and access to government subsidies.

To this end, the Implementation Consultant (IC) will work collaboratively with the Project Executing Agent (PEA), government, civil society and the private sector to enhance ECD infrastructure, develop community spaces and provide mobile ECD services.

The IC will support the PEA, to appoint local building contractors and service providers, provide technical assistance to the PEA and where necessary, government departments to ease ECD building compliance challenges.   

The main contributions of the Implementation Consultant will be to assist the PEA in the following tasks:  

• Support in tendering and contracting of local service providers;
• Support the PEA to manage building contractors and submit regulatory approval linked to ECD infrastructure (new builds and renovations);
• Design and develop community spaces (eg playgrounds) within informal settlements;
• Support in the PEA financial, procurement and budget planning processes;
• Ensure adherence and compliance of activities with national and international environmental, social health and safety (ESHS) and engineering standards. 

  The anticipated contract duration is 30 December 2030.  Additional details regarding the scope and the required experience of the applicants are provided in the prequalification document.

The prequalification of experienced consultants is subject to the regulations contained in the “Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partner Countries” (see www.kfw-entwicklungsbank.de).  

The contract will be awarded to a consultant firm or a consortium of firms fulfilling the criteria stipulated in the Prequalification Document, including a minimum average annual turnover in the past three years of €1.3million EUR / annum for a single firm or a joint venture of firms.
